13:38 < nitterconf> it seems this is some note added by a user who was the only one to experience some issue https://github.com/ElementsProject/lightning/issues/449 that concluded walletbroadcast=1 was the cause then submitted a PR https://github.com/ElementsProject/lightning/pull/512 to add this note to the official README
