The amount of information that can be stored will probably always be limited by physical space (or at least surface area). Civilizations will use whatever capacity is available. Since local storage is limited by surface area, and surface area is something unlikely to be manufactured , any request for all public data will require as much surface area as the rest of the civilization devotes to it.
