There isn't a way for nodes to take back an HTLC they have offered if they turn out to be slow, and I've tested c-lightining with 30+ seconds in signer latency and it still worked fine. On the other hand if your peers have noticed you as being slow (and implement some logic to penalize slow peers, which afaik no one does yet) they could decide to fail fast rather that to try forwarding through you, but then you
