There isn't a way for nodes to take back an HTLC they have offered if they turn out to be slow, and I've tested c-lightining with 30+ seconds in signer latency and it still worked fine. I generally agree that we should do our best to shoot for low latencies we offer, but we should be lenient in what we accept from peers (and as mentioned there's times we don't have a choice at all).
