I felt like the eltoo paper presents it as just a different contract protocol layer for LN, which would be "Eltoo layer for LN", but other people have found other uses for it (e.g. statechains) so I wanted a more generic term for it.  If it's adding confusion, I guess I could just say "eltoo".
