My suggestion: until the market is established let's lower the minimum
relay fee per kb to something less. 0,01 mBtc comes to mind. (of course

This was considered (seeĀ https://github.com/bitcoin/bitcoin/pull/3305) but deemed to risky for 0.8.6 at the last moment, see the linked pull request for details.

It will go into 0.9, at least if the full floating fee implementation isn't yet ready and deemed safe by then.
