We created a new address standard and asked everyone to eventually transition
to it.
Some brand new use-cases creating lots of UTXOs popped up, and decided to
implement it on day zero. Just like we asked.
The fact that existing code, deployed in production, takes much longer to
upgrade should not surprise anyone. That's not a failure of taproot. It's just
inevitable. Even P2PKH addresses are still fairly commonly used, even though
they're inherently quite a lot more expensive in terms of fees.
